Start-up notification - foreign businesses

You must register with the Tax Administration

To be able to start a business in Finland, foreign businesses, organizations, and traders must file a start-up notification with the Tax Administration. If you are only carrying out a single assignment in Finland, you may - instead of registration - apply for a tax-at-source card at any tax office. It is not yet possible for foreign businesses to file their start-up notifications online.

If your business is a limited company, co-operative, savings bank, foundation, association, or other organization, use form Y1 + appendix form 6204 of the Tax Administration (Description of business conducted in Finland)

If your business is a general partnership, limited partnership, or tax consortium, use form Y2 + appendix form 6204 of the Tax Administration.

If you are a private (self-employed) trader, use form Y3 + appendix form 6206 of the Tax Administration.

Branches of foreign traders must also register, for a fee, with the Finnish Trade Register

A branch of a foreign trader means a part of a foreign organisation or foundation that professionally runs business activities in Finland, from this country, in the name of or on behalf of the foreign business or foundation.

Before starting your branch in Finland, you must file a start-up notification, which is handled by both the Finnish Trade Register and the Tax Administration. Use form Y1 and appendix forms 3 and 6204. If the non-Finnish operator already has a Business ID, they must report the establishment of a branch with Form Y4 and enclose with it Form 3 and Form 6204.

It is not yet possible to file your notification online.
